Vision

The vision of the National Council for Vocational Education and Training (NCVET) is to empower and transform the workforce of the future by ensuring excellence and innovation in vocational education and training, enabling individuals to achieve their full potential and meet the dynamic needs of the global economy.

NCVET seeks to create a cohesive, coherent, and integrated skill development ecosystem in India by establishing and enforcing robust standards and quality frameworks for vocational training and education, ensuring consistency, accountability, and excellence across the entire vocational education training and skilling (VETS) system and value chain in the country for enhanced outcomes in order to make India the ‘Skill Capital of the World’.

This vision emphasizes empowerment, transformation, excellence, and innovation, aligning with the goals of enhancing skills, providing quality education, and meeting industry requirements by training workforce that is aligned with the needs of the industry, thereby improving the employability of the workforce and contributing to the country’s economic development. It also highlights the importance of preparing individuals for the global job market, addressing both national and international employment trends and needs.

Mission

The National Council for Vocational Education and Training (NCVET) aims to establish dynamic, quality-focused systems for recognition, regulation, and monitoring to promote high-quality vocational education, training, and skilling throughout the country. This ensures that infrastructure, trainers, curricula, and content meet industry demands. The mission of NCVET includes creating opportunities for lifelong learning, equipping individuals with the necessary skills and competencies for employment and entrepreneurship.

NCVET is committed to setting standards and guidelines for training, assessment, and certification, aligning vocational education with industry needs, and promoting continuous and lifelong learning and skill development. The council strives for a unified and integrated approach to vocational education and training, ensuring a smooth transition from education to employment and fostering a skilled workforce that meets both national and global requirements. This mission underlines NCVET’s operational goals and its strategy for enhancing quality, expanding access, and maintaining relevance to the evolving needs of the industry and economy.

NCVET strives to create an enabling regulatory environment for the development and qualitative improvement of vocational education, training and skilling ecosystem in India as follows:

  • Realizing the Hon’ble PM’s Vision of making India “The Skill Capital of the World” by empowering our youth with quality skills at par with global standards for realizing the full demographic dividend and for implementing ‘Atmanirbhar Bharat’, i.e. self-reliant India;

  • Train globally competitive skilled workforce at all levels with NSQF aligned Vocational and Skill Education with Skill India Branding while effectively addressing the existing and future skill gaps as per Global Skill and workforce demands;

  • Align the National Skill Qualification Framework to dynamic industry needs with an aim to empower the youth/citizen and enhance the productivity of the existing workforce by skilling, upskilling, re-skilling, and Recognition of Prior Learning (RPL) with upskilling. 12 Annual Report 2021-22

  • Make the Vocational Education and Training (VET) an aspirational, life-long and dignified career option; to overcome the social status hierarchy associated with vocational education by integration of vocational education with mainstream education.

  • Integrate & embed VET & skilling in Schools/ Higher Education/ Technical Education/ University Education to enable seamless horizontal and vertical mobility and multiple entry and exit; Special emphasis on higher-order skills, such as analysis, evaluation, synthesis, creativity, critical thinking, problem solving, innovation etc.

  • Create a well-defined and robust National Credit Framework to enhance the mobility of trainees within Vocational and General Education;

  • Skilling to be outcome centric, enabling employment including self-employment, entrepreneurship and opportunities for overseas employment.

  • A Light but Tight Regulatory Framework: to ensure integrity, transparency, and resource efficiency of the skilling system through audit/ self-audit, outcome-based approach and public disclosure while encouraging innovation and out-of-the-box ideas through autonomy, good governance, and empowerment;

  • Reinvent, simplify and enable flexibility in the skilling frameworks & processes to make these effective and efficient for catering to the dynamic industry needs and skilling ecosystem.

  • Identify and Implement skilling for new-age technology and future skills, including Industry 4.0 and beyond. Encourage and provide avenues for Multi-skilling, Cross-sectoral skilling and Employability Skills aligning them international job markets; To enhance the effectiveness, employability and earnings of the workforce.

  • Development of Qualifications and NOSs based on Heritage Knowledge, Traditional Indian Skills including Handicraft & Handloom skills and Regional Qualifications Framework;

  • Leverage integrated Skill Training Hubs in every cluster aggregating existing/ under-utilized infra of skill ecosystem like schools, Colleges, ITIs, Polytechnics, Engineering Colleges, PMKKs, PMKVY centers, other institutions and industry’s facilities for Vocational Education and Training/ skilling.

  • Enable the blended mode of learning, skilling and assessment, wherever feasible to ensure easy & greater reach, cost effectiveness, standardization of learning resources, quality e-content, for speedy and effective delivery of Vocational Education and Training
