State Government and Departments

The two of the major functions of NCVET include:

  • Recognition and regulation of Awarding Bodies (ABs) and Assessment Agencies(AAs)
  • Approval of qualifications as per the NSQF (National Skills Qualification Framework)

Vocational Education Training & Skilling cuts across various departments/Ministries of the Government of India, and there are multiple schemes/programs which are run for the skilling of candidates by various ministries/departments.

AB Guidelines

For the government funded programs the alignment of the qualifications to the National Skills Qualification Framework (NSQF) is mandatory and in turn becoming a NCVET recognized Awarding Body which can run the NSQF aligned qualifications.

The State government Institutions, State Skill Development Missions and Autonomous bodies shall also benefit from the multiple policies, regulations, frameworks that the national skilling regulator shall be bringing out from time to time for the overall benefit of the learner. 

State Skill Development Missions (SSDMs)

  1. State Skill Development Missions (SSDMs) work as the nodal agency for all the Skill Development initiatives in the States. In order to ensure that the State is able to transform the large availability of working age population into a demographic advantage, the Stateslaunch various skill development initiatives/programs and also implements the scheme of central ministries/departments.
  2. One of the main objectives of the SSDMs is to provide skill development training to rural youth for wage employment and self-employment by building capacities and skills required as per the Industry demand.
  3. In order to provide training in NSQF aligned and approved qualifications and conduct the assessments, the SSDMs may sought recognition from NCVET under Dual categoryAwarding Body (AB). A Dual categoryAwarding body can assess and certify the learners.
  4. SSDMs recognized as Dual Category Awarding body will have to adhere to both Awarding Body (AB) and Assessment Agency (AA) guidelines. The SSDMs also get the exemption in the following applicability criteria:
  • Legal Status
  • Financial Viability
  • Prior experience
