The National Skill Qualification Framework (NSQF) was introduced in 2013 through a Cabinet notification, as a single unified framework for all qualifications. It is a nationally integrated education and competency based framework that enables persons to acquire desired competency levels, transit to the job market and, at an opportune time, return for acquiring additional skills to further upgrade their competencies. It is operationalised through the National Skills Qualification Committee (NSQC).
The Gazette Notification no. SD-17/113/2017-E&PW dated 5th December 2018 for setting up National Council Vocational Education and Training (NCVET), lays down that, “the National Council Vocational Education and Training constituted under paragraph 2 will subsume the existing National Council for Vocational Training (NCVT) and National Skill Development Agency (NSDA).
Paragraph 16 under chapter 3 of the notification lays down one of the major functions of NCVET, which is to frame guidelines for the approval of qualification, and approve qualification in the manner set out in such guidelines. Since NSDA is subsumed in NCVET with effect from 31st July 2020, the process for NSQF alignment through NSQC is now under NCVET. In order
NCVET, which now anchors the NSQF, has been receiving proposals for alignment of qualifications to the NSQF, from various awarding bodies, scrutinizing and presenting them for NSQC approval. The awarding bodies submit their information in a template called Qualification File with the supporting documents like model curriculum, 30 industry validations from small, medium and large industries, accreditation and assessment norms, occupational map and evidence of the need for the qualification. A Qualification File template captures all necessary information like need of the qualification, NSQF level, notional hours, entry requirements, progression pathway, relevance of the job role, estimated uptake etc. to establish NSQF compliance for a Qualification.
The process for the qualification approval is explained below-
A Qualification File is a template designed to capture necessary information of a Qualification from the perspective of NSQF compliance. The Qualification File will be normally submitted by the awarding body for the qualification.
