The National Council for Vocational Education and Training (NCVET) was notified by the Ministry of Skill Development and Entrepreneurship (MSDE) on 5th December 2018. The NCVET acts as an overarching skills regulator which will regulate the functioning of entities engaged in vocational education and training, both long and short term, and establish minimum standards for the functioning of such entities. NCVET, as mandated by notification no. SD-17/113/2017-E&PW, is responsible for the development, qualitative improvement, and regulation of vocational education and training in India. One of the major function of NCVET is Monitoring and supervision of recognized entities. Entrusted with the task of granting recognition to and monitoring the functioning of awarding bodies, assessment agencies, skill information providers, and training bodies.

Our commitment to maintaining the highest standards of quality and reliability is reflected in our rigorous monitoring system. We employ various activities to monitor the quality and standards of VET across the country. These activities include conducting inspections, evaluations, and assessments of VET providers and their programs.

Our monitoring system for recognized entities comprises the following key components:

  • Annual Review: We conduct a yearly assessment of recognized bodies performance, evaluating them based on the monitoring and evaluation parameters outlined in section 5.3 of our operational manual. This comprehensive review takes place each year throughout the tenure, starting from the date of recognition.
  • Risk Assessment Framework: NCVET has developed a robust framework to categorize Awarding Bodies & Assessment Agencies based on quantified risk ratings derived from the monitoring parameters. This risk categorization forms the basis for any necessary punitive, corrective, or rewarding actions taken by the regulator. Further details on this framework can be found in our operational manual.
  • Self-Improvement: Recognized entities are expected to proactively develop risk mitigation strategies, tailored to their identified risk category. This includes the creation of self-improvement plans such as quality improvement plans, preventive risk plans, and progress plans. By promoting self-initiated improvement, we aim to reduce the need for external regulatory control in the long run.
  • Continuous Performance Monitoring: Throughout the recognition tenure, we conduct ongoing monitoring of ABs& AAs’ operations. NCVET Recognized bodies arerequired to maintain IT portals and Management Information Systems (MIS) that are continuously monitored. They must also provide requested information and data.
  • Self-Regulation: At NCVET, we believe in a collaborative approach to working, centered around learners and industry needs. We encourage all recognized entities to self-regulate and improve their performance in accordance with the quality principles stipulated by NCVET. The proper functioning of Awarding Bodies (ABs)& Assessment Agencies (AAs) is crucial for a healthy TVET ecosystem in the country. We expect ABs & AAs to establish in-house mechanisms aligned with NCVET’s performance metrics, driving their operations and those of their affiliated third parties. Site inspections of recognized ABs & AAs or their third-party agencies are conducted as and when found necessary by NCVET, such as in cases of serious complaints, fraudulent activities, or high-risk ratings.

In addition, we utilize a risk assessment matrix as part of our monitoring and evaluation process. This tool helps us identify and evaluate potential risks associated with Awarding Bodies and VET programs. By using the risk assessment matrix, we can effectively assess the likelihood and potential impact of identified risks, ensuring a robust and proactive approach to risk management.
